REQUEST: <br />An ordinance to amend Ordinance 10 -92 increasing the CIP appropriation 110.399.5396.01.115; from <br />$500,000 to $1,508,000 for the permitting, engineering design and land acquisition for the Ali'i Drive Culvert <br />Replacement project {aka. Kahului or Waiaha Drainageway). <br />Ali'i Drive Culvert Replacement [$500,000] increased to a total of $1,508,000.00 <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The basis for an increase in the appropriation is prompted by the need to fund land acquisition costs <br />primarily, and secondarily to allow contination of permit application processing with several federal and state <br />agencies that have jurisdiction and purview of the proposed activities at the bridge. This requiest for <br />additional funding at this time has been triggered by the need for the County to acquire parcel 7, as its owner <br />desires to construct five(5) residential units on parcel 7, most of which will be consumed by the new and <br />vastly wider channel width through the parcel. The owner has filed a Speical Management Area (SMA) <br />permit application with the Planning Department, expressing a desire to initiate construction of these <br />residential structures. <br />The present Ali'i Drive Culvert is in need of replacement, to bring it up to current design standards, to allow <br />adequate flow capacity to pass through runoff from a 100 -year design storm. <br />The prior funding request of $500,000 was for preliminary engineering design and did not include permitting <br />or land acquisition costs.
