REQUEST: <br /> Request to amend Ordinance 10 -60, Capital Improvement Program for Fiscal Year 2010 -2011 to include an <br /> appropriation for the following project: <br /> Waiohinu Recycling and Transfer Station Repairs and Enhancements - $8,800,000.00 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> A Project Data /Financial Impact Statement is attached. <br /> The Solid Waste Division of the Department of Environmental Management is seeking to improve the <br /> existing facility to include a Transfer building which will receive both commercial and residential refuse which <br /> will be collected, sorted and deposited into an existing trailer which will transport it to either the West Hawai'i <br /> Sanitary Landfill or the South Hilo Sanitary Landfill. This facility will also receive and transport green waste <br /> for processing; has a recycle and reuse area; facility for household hazardous waste; a redemption area; a <br /> white goods and refuse area. <br /> The purpose of the improvements is to address public health and safety, by providing adequate service to <br /> the community for both commercial and residential users.
