REQUEST: <br /> Resolution authorizing the payment of funds of a later fiscal year and of a multi - fiscal year contract for <br /> organic waste diversion and compost operations in West Hawai'i and East Hawai'i. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The current contract extension for greenwaste operations expires on 12/31/10. The annual cost for this <br /> contract is approximately $1,800,000. The Department of Environmental Management (DEM) intends to <br /> issue a Request for Proposals to expand organic waste diversion and establish compost operations at the <br /> South Hilo Sanitary Landfill and the West Hawai'i Sanitary Landfill. The DEM intends to continue providing <br /> green waste drop -off sites at Recycling and Transfer Stations for convenience of residents, including Kailua- <br /> Kona. Through research of the industry, we have determined that a multi -year contract is necessary to <br /> enable return on investment, and a ten (10) year contract will provide the best opportunity for cost - effective <br /> organics diversion and compost operations. Establishing organics diversion sites and compost operations <br /> are a necessary part of any plan toward banning organics from the landfill by 2012, as requested in Council <br /> Resolution No. 826 -08. <br /> SIGNED: 6t14 tre-0 DATE: October 27, 2010 <br /> Department Head <br />
