The Honorable J Yoshimoto, Chairman <br /> and Members of the County Council <br /> Page 3 <br /> • Zoning requests shall be reviewed with respect to General Plan designation, <br /> district goals, regional plans, State Land Use District, compatibility with adjacent <br /> zoned uses, availability of public services and utilities, access, and public need. <br /> Economic <br /> • Provide residents with opportunities to improve their quality of life through <br /> economic development that enhances the County's natural and social <br /> environments. <br /> • Economic development and improvement shall be in balance with the physical, <br /> social and cultural environments of the island of Hawai`i. <br /> • Provide an economic environment that allows new, expanded, or improved <br /> economic opportunities that are compatible with the County's cultural, natural and <br /> social environment. <br /> Therefore, based on the above information, the proposed request is consistent with <br /> the goals, policies and standards of the General Plan and the General Plan LUPAG map <br /> designation for the subject property. <br /> The proposed request will result in a more appropriate land use pattern that <br /> will further the public necessity and convenience and the general welfare. When <br /> considering an amendment initiated by a property owner or other person who proposes to <br /> change the district classification of any property, the director shall also consider the <br /> purposes of the existing and proposed district and the purposes of the Zoning Code and <br /> shall recommend a change in a district boundary only where it would result in a more <br /> appropriate land use pattern that will further the public necessity and convenience and the <br /> general welfare. <br /> In considering the purpose of the proposed RA (Residential and Agricultural) <br /> district classification, the RA zoned district will provide for activities or uses <br /> characterized by low density residential lots in rural areas where "city- like" <br /> concentrations of people, structures, streets, and urban level of services are absent, and <br /> where small farms are intermixed with low density residential lots. The RA district is <br /> intended to be only within areas designated as being in the State land use rural or urban <br /> districts. This classification would result in a more appropriate land use pattern as the <br /> Land Use Pattern Allocation Guide (LUPAG) Map component of the General Plan <br /> designates this area as Low Density Urban and is located within the State Land Use <br />
