The Honorable J Yoshimoto, Chairman <br /> and Members of the County Council <br /> Page 12 <br /> • The development of commercial facilities should be designed to fit into the locale <br /> with minimal intrusion while providing the desired services. Appropriate <br /> infrastructure and design concerns shall be incorporated into the review of such <br /> developments. <br /> The proposed request is also consistent with the following courses of action for <br /> commercial development in the Ka`u District: <br /> • Centralization of commercial activity in the communities of Pahala, Na`alehu and <br /> Ocean View and the area of the Volcanoes National Park shall be encouraged. <br /> • Do not allow strip or spot commercial development on the highway outside of the <br /> designated urban areas. <br /> Industrial Element: <br /> • Designate and allocate industrial areas in appropriate proportions and in keeping <br /> with the social, cultural, and physical environments of the County. <br /> • Provide flexibility within the Zoning Code to accommodate emerging new <br /> industries. <br /> • Industrial - commercial mixed use districts shall be provided in appropriate <br /> locations. <br /> The applicant will be providing residents who live in the Hawaiian Ocean View <br /> Estates and Hawaiian Ranchos subdivisions and surrounding subdivisions more <br /> opportunities for services and employment, which will be located closer to their residence <br /> than traveling to Kona or Hilo for these services. <br /> The change of zone from an A-1 a to a MCX -3a zoned district will not result <br /> in a substantial adverse impact upon the surrounding area, community or region. <br /> The property is located on the mauka side of the Hawaii Belt Road at the corner of <br /> Hawai`i Boulevard and the Hawaii Belt Road. The property is approximately 3 acres in <br /> size within the Hawaiian Ocean View Estates Subdivision. The property is generally <br /> rectangular in shape and is currently vacant of any structures or uses. <br /> Surrounding properties within the Hawaiian Ocean View Estates Subdivision are <br /> approximately one acre in size and zoned Agricultural (A -la) by the County.
