Both subdivisions are primarily in scattered <br /> residential uses or vacant lands. The nearest dwelling is located on the adjacent property <br /> to the north on TMK: 9 -2 -82:1. Mister Bell's restaurant & bar and H. McKee Realty <br /> office are located on the property to the east across Hawai`i Boulevard. <br /> The project is well situated within the urban core for this area as designated by the <br /> General Plan. There are three (3) large commercial and /or light industrial projects that <br /> have been approved through the Special Permit process in the general area of this project. <br /> This is the central location for residents to travel for these services within this area of <br /> Ka`u. Development of commercial and /or light industrial services in this area should <br /> continue to alleviate overall traffic congestion because many employees and residents <br /> who live in this area currently commute to places as far away as Kona and Hilo for work <br /> and services. <br /> All utilities are or will be made available to the project site. Access to the <br /> property will be from Hawai`i Boulevard, which is a two -lane, private road that has an <br /> approximate 20 -foot wide asphalt pavement within a 60 -foot right -of -way. Hawaii <br /> Boulevard is accessed directly from the Hawai`i Belt Road. A condition of approval will <br /> be added restricting access to the property from the Hawai`i Belt Road. <br /> Based on the requirements of Ordinance 07 -99, the applicant has been required to <br /> submit a traffic report. A condition of approval will be added requiring the applicant to <br /> construct any improvements as recommended by the Department of Transportation prior <br /> to the issuance of a Certificate of Occupancy. Additionally, based on Ordinance 07 -99 <br /> the applicant is proposing to meet water requirements necessary for sanitation and <br /> firefighting by providing adequate storage facilities on -site. The applicant is proposing to <br /> store approximately 18,500 gallons of water tank to meet these requirements. A <br /> condition of approval will be added allowing the storage of water on -site meeting with <br /> the approval of the Department of Health for sanitation purposes and meeting with the <br /> approval of the Fire Department's fire -flow requirements. Additionally, a condition of <br /> approval will be added requiring the applicant to submit a Traffic Impact Analysis Report <br /> (TIAR) if any additional uses are proposed other than the mini storage facility. The <br /> applicant will submit the TIAR for review and approval by the DOT and construct any <br /> improvements as recommended by the DOT review of the TIAR. <br /> The applicant will be required to submit a solid waste management plan to the <br /> Department of Environmental Management to handle solid waste generated from the <br /> development.
