2. Reasons for the Request: The additional area will be used for additional parking and <br /> landscaping in support of the dialysis center. <br /> 3. Timetable: The facility is proposed to be completed by 2011. <br /> 4. Landowner: Concept Construction, Inc. <br /> BACKGROUND INFORMATION <br /> 5. April 7, 2010: The effective date of Change of Zone Ordinance 10 -027, which changed <br /> the zoning from RS -10 to CN -20 for TMK: 2 -2- 025:022, which is 40,764 square feet in <br /> size (refer to Exhibit 1 in the applicant's Change of Zone application). <br /> OTHER INFORMATION <br /> 6. Proposed CN zoning: <br /> • Height limit - 40 feet. <br /> • Setback - front, 15 feet; side yards, 8 feet. <br /> • Landscaping - required on all front yards; side yard requires a screening hedge not <br /> less than forty -two inches in height, within five feet of the property line, except <br /> for necessary drives and walkways. <br /> • Plan approval required. <br /> STATE AND COUNTY PLANS <br /> 7. State Land Use Designation: Urban. <br /> 8. General Plan LUPAG Map: High Density Urban. <br /> 9. County Zoning: RS -10. <br /> 10. Hilo Community Development Plan: The Hilo Community Development Plan adopted <br /> by Resolution No. 1 on May 21, 1975 designates this area as RM -4. <br /> DESCRIPTION OF PROJECT SITE AND SURROUNDING AREA <br /> 11. Subject Property: The applicant has acquired a 5,160 square -foot remnant, which was <br /> an abandoned right -of -way owned by the State of Hawaii, (formerly a portion of TMK: <br /> 2- 4- 057:001), and has consolidated it with TMK: 2 -2- 025:022. The applicant is currently <br /> in the process of constructing the dialysis center. <br /> 12. Surrounding Zoning and Land Uses: The land uses in the area are a mix of residential <br /> and commercial uses. The property adjacent to the project site is zoned CN -20 <br /> (Ordinance No. 99 158), which is the site of an attorney's office. The property to the <br /> -2- <br />
