W. Lee, via Communication <br />No. 38, dated December 10, 2010, requests amending the Hawaii County Code 1983, (2005 <br />Edition, as Amended), Chapter 14, article 9, section 14 -51 (a), Definitions, by adding the <br />following to be appropriately numbered and to read as follows: <br />U "Blue light content" means the ratio of the amount of energy emitted by the outdoor light <br />fixture between 400 and 500 nm divided by the amount of energy between 400 and 700 nm. <br />U Traffic color compliant" means the 1931 CIE x y color coordinates of the outdoor light <br />fixture is outside of any of the traffic signal color boxes as defined by ITE ST -052 500 /AGS- <br />PM /1105 <br />It also requested Hawaii County Code, Chapter 14, article 9, section 14 -52. General <br />requirements, be amended by changing partially shielded lighting fixtures to fully shielded <br />lighting fixtures and allowing LED fixtures with less than 2% blue light content and traffic color <br />compliant within 1320 feet of signalized intersections or 100 feet of marked crosswalks. <br />There were two testifiers in Waimea and one in Kona, all in favor of this code amendment. <br />Mr. Richard Wainscoat, University of Hawaii Astronomer and Chairman of the Light Pollution <br />Working Group, Commission 50, International Astronomical Union, provided testimony and was <br />called upon to answer questions from members of the committee. <br />Mr. Ron Thiel, Traffic Division Chief, provided a Power Point presentation displaying the <br />variations between the current lighting and the suggested conversion lights and added that a live <br />demonstration project is available for viewing any evening at the intersection of Kamehameha <br />Highway and Manono Street where he has already installed the suggested lights. He further <br />stated that it would cost approximately $4 million to convert all the County and State owned <br />streetlights on this island. He also related that he applied for grant money and the Big Island was <br />the only island to receive $500,000 for the conversion of lights; however, it needs to be spent <br />within one year after the approval of this amendment. <br />PWPRC <br />RPT 05 <br />
