No. 998/Bill No. 321 <br />PLACE: Sheraton Keauhou Bay Resort & Spa (2008-2010) <br />78 -128 `Ehukai Street <br />Kailua -Kona, HI <br />TIME: 11:26 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Bill No. 321, reports as follows: <br />Bill No. 321, transmitted by Director of Finance Nancy Crawford, via Communication No. 998, dated <br />October 29, 2010, amends Ordinance No. 10 -60, as amended, the Capital Budget, ending June 30, 2011 <br />by adding the following project: <br />PARKS AND RECREATION: <br />Hawaiian Paradise Park - New Park Development <br />(110.599.5590.66) <br />$ 5,500,000 <br />Funds for this appropriation increase shall be provided from <br />General Obligation Bonds, Capital Projects Fund - <br />Fund Balance and/or Other Sources $ 5,500,000 <br />Parks and Recreation Park Planner James Komata and Deputy Director Clayton Honma appeared before <br />Your Committee and provided detailed information of this project. <br />Some members of Your Committee were expressed the following concerns: 1) consensus of community <br />members and Hawaiian Paradise Park (HPP) Association with having this project located in their <br />subdivision; 2) timeline on the acquisition of land where project will be located; 3) consistency with Puna <br />CDP. Council Member Fred Blas is in full support of this project in his district and is assured that <br />continued public input and participation this proposed park will be beneficial to the Pahoa Community <br />who is underserved in recreational facilities. In addition, several members expressed concerns that this <br />public facility would be located in a private subdivision and the private roads would be used by the public <br />to access facility. Concerns regarding the maintenance of the roads and liability issues emerged during <br />the discussion. <br />Some members of Your Committee also commented that the Council: 1) use discretion on monetary <br />appropriations being allocated since there is no definitive plans of this project; 2) request from HPP <br />Owners Association Board of Directors letter of intent to donate land to County. It was requested that the <br />information be provided before the item appears on the Council agenda. <br />Pursuant to Section 10 -6(d), Hawaii County Charter, the Council may amend the Capital Budget for that <br />year with a two- thirds vote. <br />FC Rept.
