No. 17 -11 <br />PLACE: Sheraton Keauhou Bay Resort & Spa <br />78 -128 `Ehukai Street <br />Kailua -Kona, Hawaii <br />TIME: 11:26 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 17 -11, reports as follows: <br />Resolution No. 17 -11, transmitted jointly with Bill 10, by Finance Director Nancy Crawford via <br />Communication No. 31, dated December 6, 2010, authorizes the Mayor to enter into an <br />agreement with the State of Hawaii Department of Transportation for the Department of Public <br />Works GPS Units grant, to enable the County to fund the purchase of GPS units for use in crash <br />location reporting. <br />The State of Hawaii Department of Transportation— State and Community Highway Safety <br />Program has authorized funding for the Department of Public Works GPS Units grant to <br />implement safety improvements projects based on trends in crash frequency, rate and location <br />information. The Hawaii County Police Department will obtain crash data; which will be <br />processed by the Department of Public Works Traffic Division with their RoadSoft GIS software <br />to generate crash trend reports for project planning. <br />Department of Public Works Traffic Division Chief Ron Thiel was present to provide <br />information to Your Committee. <br />A proposed amendment was transmitted via Communication 31.1 from Committee Chairperson <br />Brenda Ford, dated December 23, 2010. Those amendments contained in Communication 31.1 <br />were unanimously approved. Furthermore, Ms. Ford will send a memo to all directors to have <br />all resolutions include monetary amounts or number of items to be purchased and corrections <br />made to the enacting clauses as contained in the proposed amendment. <br />Pursuant to Section 46 -7, Hawaii Revised Statutes, County Departments must obtain the consent <br />of the Council to enter into agreements with the federal or state governments respecting action to <br />be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds <br />or other assistance in connection with projects being or to be undertaken pursuant to those <br />powers. <br />FC Rept.
