Committee organizations and alternate to HSAC will be sent. Bill 92 <br /> updating water review plan for central Maui has been through 1st reading. For future <br /> consideration, Maui suggests no HSAC meetings in December. <br /> 2. Hawaii County New council inaugurated December 6, 2010. Councilmember K. <br /> Angel Pilago (District 8) named representative to HSAC as Secretary and WIR Director <br /> with Councilmember Brittany Smart (District 6) as alternate. Previously reported $56M <br /> bond float will come before new council. President Kawakami asked if Hawaii County <br /> used an executive search firm for selecting County Clerk. We did not. This selection <br /> was done in meetings after recommendations and discussions. <br /> .3.. City & County of Honolulu Special election for Tod Apo's seat is underway. Walk -in <br /> started today and 47k ballots sent out that are due NLT 6PM 12/29. Camping fees at city <br /> parks has been through ,1st reading. HSAC legislative package was submitted with one <br /> exception. Governor to sign EIS>for rail project — waiting on that signature then on to <br /> Federal Transit Administration for approval to proceed at which time Council will entertain <br /> 1st permit to begin work.' Under 'council review is how to tax properties with historic <br /> significance — proposal is 3x increase to $300.00 HSAC Vice President Garcia stepping <br /> down from this position to focus more time on his growing role in NACo. Treasurer <br /> Pontanilla suggested Honolulu may want to review KauaN example and to seek public <br /> sentiment. Vice President Garcia requested this to be on next HSAC agenda. <br /> 4. Kaua'i County Inauguration and named committees complete. <br /> Treasurer Pontanilla moved to accept the county reports; motion seconded by Secretary <br /> Pilago. Motion passed by unanimous voice vote. <br /> C...Nationial Association of Counties (NACo). <br /> Vice President Garcia and Treasurer Pontanilla attended NACo Texas.. Vice President <br /> Garciawas invited as an at' -large attendee to APEC meeting of 12/8 by national' president <br /> and :was do team`to China: ; in September for Friendship City Conference. He is also <br /> named ;chair of NACo international task force reformation. That group is constituting <br /> its membership and overall goals and objectives. He is working closely on a strategic <br /> p1an: how each county may get involved on international stage and in the APEC <br /> 2011 meeting,in Honolulu. He presented slides providing information on APEC around <br /> 21 PacRim economies representing 40.5% of the worlds population, economic benefit to <br /> ' Hawai'i from ,visitors to this 'meeting and sister county relationships already established <br /> among , other :_details contained in the slides. This event is hosted by US State <br /> `. Department and 1Nhita- House. Opportunities lie with CEO's and ministerial levels. <br /> Perhaps we could: have an event around APEC goals and policy initiatives, relationship <br /> building,. - :partnerships with organizations, agencies, private sector and work with <br /> organizers to help us get into the picture. Counties may build bridges or government <br /> relations and academic exchange through sister city agreements, MOU's and <br /> agreements in principle, At China NACo visit, Vice President Garcia related that US <br /> Ambassador to China, Hon. Jon Huntsman, stressed local points of entry like NACo to <br /> help the US identify more opportunities with China on a local level. Stress economic <br /> relationship as benefit to both parties. They desire technological and management <br /> experience rather than simply goods. Vice President Garcia suggests Kauai consider <br /> Vladivostok Russia as a sister city. They are the largest Russian port on the Pacific. He <br /> further suggested sister city relationships with APEC country cities for other Hawai'i <br /> counties. We may contact Enterprise Honolulu to offer support by letter of commitment to <br /> get involved. They are seeking a grant to develop an inventory of county business, <br />
