OF • <br />STATE OF HAWAII <br />31 1.1 <br />A RESOLUTION REQUESTING THE MAYOR OF THE COUNTY OF HAWAII TO <br />IMPLEMENT A GAS ALLOWANCE POLICY FOR ALL EXCLUDED MANAGERIAL <br />POLICE PERSONNEL THAT IS IDENTICAL TO THE GAS ALLOWANCE POLICY <br />AGREED UPON THROUGH THE COLLECTIVE BARGAINING AGREEMENT WITH <br />THE STATE OF HAWAII ORGANIZATION OF POLICE OFFICERS. <br />WHEREAS, excluded managerial police personnel consists of Captains, Majors, Assistant <br />Police Chiefs, the Deputy Chief of Police, and the Chief of Police; and <br />WHEREAS, the Hawaii County Council recognizes that the current administration and <br />the excluded managerial police personnel did not create the open mileage gasoline policy <br />currently utilized by the Hawaii Police Department; and <br />WHEREAS, the total mileage driven by excluded managerial police personnel is tracked <br />and documented, however, the current procedure allows for an open gas allocation that is not <br />necessarily or specifically tied to on -duty travel, police function, or County - related business; and <br />WHEREAS, gasoline for all County of Hawaii uniformed police officers belonging to the <br />State of Hawaii Organization of Police Officers, otherwise known as SHOPO, is currently <br />issued at a rate of one gallon of gasoline for every 10 official duty miles driven; and <br />WHEREAS, the County of Hawai'i currently provides a monthly allowance for subsidized <br />police vehicles as follows: $600.00 a month for Patrol, Traffic Task Force, and Uniformed <br />Lieutenants, and $562.00 a month for Criminal Intelligence Unit, Community Relations, Vice <br />Division, Juvenile Aid Bureau, Records, Traffic Division, and excluded managerial police <br />personnel; and <br />WHEREAS, the Hawai'i County Council recognizes and acknowledges that any gas <br />allowance received by excluded managerial police personnel is reflected as income and taxes are <br />being paid based on the value of the gasoline issued; and <br />WHEREAS, the Hawai'i County Council believes that an open mileage gas allowance <br />policy that is not specifically tied to official duty miles, while also receiving a monthly cash <br />subsidy, is a policy that is antiquated and has likely outlived its original intentions; and <br />WHEREAS, the Hawaii County Council feels that an updated Police Department gas <br />allowance policy that is equal across the board, regardless of rank, would be met favorably by <br />the general public that is currently paying gas prices nearing $4.00 a gallon in East Hawaii and <br />exceeding that amount in West Hawaii; and <br />
