By Rodney Hirokane <br />Overview <br />Hawaii County Prosecuting Attorney <br />NIEM Data Broker Pilot Project <br />General Design <br />The Juvenile Justice Information System (JJIS) serves as a data repository for juvenile <br />offender data for the State of Hawaii. The JJIS combines juvenile offender information <br />from the police, prosecutors, Family Court, and the Hawaii Youth Correctional Facility; <br />the system includes juveniles' first exposure to the justice system and extends through <br />prosecution, adjudication, and incarceration. The JJIS is also the repository for statewide <br />information on missing children. One of the primary benefits of the JJIS is it provides a <br />historical perspective of a juvenile's criminal background which assists the justice <br />agencies in their evaluation of a juvenile. <br />JJIS is currently undergoing a re- design that will result in a total rebuild of the system. <br />Referred to as the Next Generation JJIS or NG .IJIS this rebuild will incorporate the latest <br />technology that will enhance the capabilities of the HIS. One such enhancement is for <br />JJIS to assume the role of facilitator for the movement of data between agencies. In this <br />role JJIS would provide the conduit by forwarding data received into JJIS from one <br />agency to a second agency. The receiving agency would derive the benefit of using this <br />data to auto populate their native case or record management system which should <br />improve their work efficiency by eliminating the keying in of this information from the <br />hard copy reports. <br />Purpose <br />The Hawaii County Prosecuting Attorney (HCPA) will participate in a pilot project with <br />JJIS that will involve the forwarding of HCPD arrest information from the JJIS to HCPA. <br />Requirements <br />1. Identify conditions that will trigger the transmission of an arrest data record to <br />HCPA. <br />a. Arrest from I- Iawaii County Police only? <br />b. Charging Disposition <br />i. Refer to Prosecutor <br />c. Should data be sent for all case updates or 1" time only? <br />Identify the data format of the arrest record. <br />a. National Information Exchange Model (NIEM) <br />i. This is a Federal Standard that is a grant requirement. <br />Identify data fields required by HCPA. <br />a. Field translations <br />4.
