No. 255-00 <br /> <br /> PLACE: Council Chambers <br /> TIME: A.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 255-00, reports as follows: <br /> Resolution No. 255-00, transmitted jointly with Bill No. 254 by Finance Director <br /> Harry Takahashi, via Communication No. 771, dated May 1, 2000, authorizes the County of <br /> Hawaii to enter into an agreement with the U.S. Department of Justice Bureau of Justice <br /> Assistance for a Local Law Enforcement Block Grant. <br /> The U.S. Department of Justice Bureau of Justice Assistance has authorized funding to purchase <br /> <br /> equipment such as intoxilyzers, radars and portable radios. <br /> <br /> The Hawaii County Police Department is ready and willing to proceed with its obligations under <br /> <br /> the Local Law Enforcement Block Grant. <br /> Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent <br /> <br /> of the council to enter into agreements with the federal or state governments respecting action to <br /> <br /> be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds <br /> or other assistance in connection with projects being or to be undertaken pursuant to those <br /> <br /> powers. <br /> Due to the recent deferral of a similar grant, some members of Your Committee expressed <br /> concerns as to the validity of the certification to accept grant monies as entered into by the <br /> current Police Chief.
