REPORT OF THE
COMMITTEE ON FINANCE
DATE: March 15, 2011 Re: Comm. No. 103 /Res. 40 -11
PLACE: Council Chambers
West Hawai`i Civic Center
TIME: 2:05 p.m.
Council Chair and Members
Hawai`i County Council
Hilo, Hawai`i 96720
Your Committee on Finance, to which was referred Resolution No. 40 -11, reports as follows:
Resolution No. 40 -11, transmitted by Councilmember Fred Blas, dated February 14, 2011,
rescinds Resolution No. 178 -09 and authorizes the Finance Director or authorized
representative(s) to cease and desist negotiations for the acquisition of TMK(s) 1 -2 -1:74 and
1 -2 -1:83, known as the Pahoa steam vents, in the district of Puna.
Resolution No. 178 -09, adopted by the County Council on November 18, 2009 directs the
Director of Finance to cease and desist negotiations for the acquisition of TMK's 1 -3 -1:74 and
1 -3 -1:83, known as the Pahoa steam vents, in the district of Puna.
Resolution 179 -09, Draft 2, adopted by the County Council on July 8, 2009, directed the Director
of Finance to enter into negotiations for the acquisition of these two parcels of land. After
conducting further research, holding many discussions with community members, and realizing
there are limited funds, it has been determined that this would not be an appropriate use of funds
at this time.
Council Member Fred Blas seeks the support of the Council for this Resolution.
During discussion, Mr. Blas informed Your Committee that funds are desperately needed to
immediately purchase new fire truck for Pahoa. The acquisition of the Pahoa steam vents is not a
funding priority at this time.
Property Manager Kenneth Van Bergen appeared before Your Committee. He confirmed that
there has been discussion regarding the purchase, but no action has been taken by the
Administration, and therefore no potential buyers or interest exists.
Some members of Your Committee expressed that the authorization should remain in place and
that a CIP appropriation could be used to acquire the fire truck.
FC Report No. 32
