T ` <br /> �y r <br /> Kailua -Kona, Hawai'i 96740 <br /> Dominic Yagong, Council Chairperson <br /> And Members of the Hawaii County Council <br /> Angel Pilago, Councilmember District 8 <br /> SUBJECT: Recommended FY 2011 -12 Appropriations for Grants to Nonprofit Organizations <br /> Enclosed for your review and consideration are the Human Services, Social Services, and <br /> Public Safety Committee (HSSPSC) Nonprofit Grant Ad Hoc Committee recommendations for <br /> the FY 2011 -12 Appropriations for Grants to Nonprofit Organizations. These recommendations <br /> were developed after review of all applications forwarded by the Department of Finance and <br /> distributed to all Council Members. The Ad Hoc committee was convened at the February 1, <br /> 2011, HSSPSC Meeting. <br /> A total of ninety -two (92) eligible program applications were received. This is an increase of <br /> three (3) applications from last fiscal year. The amount requested for this year totaled <br /> $3,227,650.92. The preliminary budget appropriation for this fiscal year is $1,500,000. <br /> In compliance with HRS 92 -2.5 and HCC 2 -25, interviews were conducted with all applicant <br /> organizations. On Thursday, March 17 in West Hawaii, the Ad Hoc Committee held interviews <br /> with twenty -eight (28) organizations applying for thirty -two (32) programs. In East Hawaii on <br /> Monday, March 21 the committee held interviews with fifteen (15) organizations applying for <br /> twenty -eight (28) programs and on Tuesday, March 22 twenty -three (23) organizations <br /> applying for thirty -one (31) programs. One program withdrew its grant application at the time of <br /> interview. Summarily this totaled 66 organizations representing 91 programs. The Ad Hoc <br /> Committee decided, in consideration of time and costs, not to hold site visits this year. <br /> The Ad Hoc Committee developed and followed a methodology using both qualitative and <br /> quantitative factors. An outline of this methodology is provided to inform and to offer a frame <br /> work for future nonprofit grant consideration. <br /> 1) Develop slide set of process and communicate legal parameters (January - February) <br /> 2) Develop a timeline of activities and milestones leading to final recommendations (January) <br /> 3) Develop and prioritize core areas of focus (categories) (ref: HCC 2- 137(c)) (February 1) <br /> 4) Determine the pertinent areas to question and common questions to pose (February 1) <br /> Serving the Interests of the People of Our Island Cornet.
