No. 54 -11 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 3:30 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 54 -11, reports as follows: <br /> Resolution No. 54 -11, transmitted jointly with Bill 38, by Finance Director Nancy Crawford via <br /> Communication No. 149, dated March 22, 2011, authorizes the Mayor to enter into an agreement <br /> with the State of Hawai`i Department of Transportation for a Distracted Driving Project Grant <br /> for the Hawai`i County Police Department. <br /> The State of Hawai`i Department of Transportation - Safe Community Program is providing a <br /> $25,278.40 Distracted Driving Project Grant to the Hawai`i County Police Department. <br /> Distracted Driving, defined by the National Highway Traffic Safety Administration as "any non- <br /> driving activity a person engages in that has the potential to distract him or her from the primary <br /> task of driving and increase the risk of crashing," has become a serious problem on our <br /> roadways. <br /> The goal of this project is to reduce the number of drivers using an electronic mobile device <br /> while operating a motor vehicle by issuing checkpoints, issuing citations for non - compliance, <br /> conducting a media campaign and /or by sending educational letters to registered vehicle owners. <br /> Pursuant to Section 46 -7, Hawai`i Revised Statutes, County Departments must obtain the consent <br /> of the Council to enter into agreements with the federal or state governments respecting action to <br /> be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds <br /> or other assistance in connection with projects being or to be undertaken pursuant to those <br /> powers. <br /> FC Report No. 43 <br />
