For all other riders, a discount of 25 percent will be provided on a fare pre- <br /> payment program utilizing bus passes or bus tickets. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The proposed bus fare will keep public bus transportation affordable in the County of Hawaii.
