BACKGROUND AND JUSTIFICATION <br /> The Department of Environmental Management has received an offer from Ms. Lofgreen to <br /> paint a mural on the side of a rainwater catchment tank at the newly renovated Pahoa Transfer <br /> Station that will be visible from nearly every vantage point within the transfer station. The mural <br /> will include Hawaiian Spinner Dolphins in the shape of the recycling symbol that includes a <br /> depiction of the Big Island, turtles, a whale, the volcano, a Black Sand beach, and native animals <br /> and plants to emphasize the commitment to preserve and protect our ocean and land. <br /> The donation has an estimated value of $150 in materials and supplies and will be an <br /> appropriately interesting and attractive addition to the transfer station.
