WHEREAS, it is imperative that each Officer have at all times a portable radio, that is <br /> fully charged, and properly functioning, in order to safely and efficiently carry out their duty to <br /> preserve public peace, prevent crime, protect the rights of persons and property, enforce the laws <br /> of the State and County and quickly call for back -up, if necessary; and <br /> WHEREAS, Section 7 -2.4, Hawai`i County Charter, states, in part, as follows: <br /> "The chief of police shall be the administrative head of the police department and shall: <br /> (b) Train, equip, maintain, and supervise the force of police officers and employees. <br /> (c) Promulgate rules and regulations for the organization and administration of the <br /> police force.... "; and <br /> WHEREAS, providing every Officer with a portable radio and an individual charger is <br /> in the best interest of the public health, safety and welfare for the Officer and the public; and <br /> WHEREAS, the Hawai`i County Police Department shall establish "take home" policies <br /> and appropriate rules and regulations for the issuance, maintenance, supply and repair of the <br /> portable radio and individual charger issued to each Officer; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> pursuant to Section 7- 2.4(b), the Chief of Police of the Hawai`i County Police Department shall <br /> equip every Officer with a "take home" portable radio and an individual charger. <br /> BE IT FURTHER RESOLVED that pursuant to Section 7- 2.4(c), the Chief of Police of <br /> the Hawai`i County Police Department shall establish "take home" policies and appropriate rules <br /> and regulations for the issuance, maintenance, supply and repair of the portable radio and <br /> individual charger issued to each Officer within six months from the effective date of this <br /> resolution. <br /> 2 <br />
