out in the above schedules upon payment of the designated monthly bus fares to the mass <br />transit agency. The ten percent discount in paragraph (c) shall not apply to prepaid tickets <br />and monthly bus passes purchased pursuant to this paragraph. The thirty-three and one-third <br />percent discount in this paragraph shall not apply to the demand response fare. <br />(e) Circuit fares. <br />For same day round-trip travel discount based on the regular one-way fare, the circuit fare to <br />be collected is set out in schedule C in section 18-92. <br />(f) Shared -ride fares. <br />Shared -ride program coupons may be purchased by the public through the mass transit <br />agency and its designated coupon sales outlets in accordance with the following schedule: <br />Coupon Price <br />5 coupon book........................$15 ($3 per coupon) <br />10 coupon book......................$25 ($2.50 per coupon) <br />15 coupon book......................$30 ($2 per coupon) <br />For one-way travel limited to a maximum of nine miles under the shared -ride program the <br />fare to be collected is set out in fare schedule D in section 18-92. <br />(g) Promotional fares. <br />(1) The purpose of this subsection is to provide lower bus fares when a new route or <br />service is provided or to boost ridership on established routes. <br />(2) The transit administrator may establish fares on a temporary basis for a period not to <br />exceed ninety calendar days for bus routes and services. <br />(h) Island -wide transportation free zone. <br />(1) The purpose of this subsection is to provide the public with a transportation alternative <br />to the private automobile. The provision of an effective public transportation system <br />for the residents of the County of Hawaii will produce economic, social and lifestyle <br />benefits for the residents of Hawaii County. The distances residents must travel for <br />work, medical, education, and social needs will be alleviated by providing public <br />transportation at no cost to the user. <br />(2) The County of Hawaii shall be designated a transportation kokua zone. Riders <br />boarding and alighting any regularly scheduled bus route operated by the County of <br />Hawaii or its designee shall ride free of charge. <br />(3) The transportation kokua zone shall not apply to County contracted shared -ride taxi <br />services, County operated curb to curb van services, or County operated non-scheduled <br />bus services. <br />(4) The County wide transportation kokua zone shall terminate on June 30, [2011.] 2012. <br />(5) Within one year of the kokua zone's effective date, and again not later than ninety days <br />prior to June 30, [281] 2012, the transit administrator shall report to the Hawaii <br />County council on the impact of its implementation." <br />2 <br />
