[(g)](e) Promotional fares. <br /> (1) The purpose of this subsection is to provide lower bus fares when a new <br /> route or service is provided or to boost ridership on established routes. <br /> (2) The transit administrator may establish fares on a temporary basis for a <br /> period not to exceed ninety calendar days for bus routes and services. <br /> [(h-) Island wide transportation free zone. <br /> (1) The purpose of this subsection is to provide the public with a transportation <br /> alternative to the private automobile. The provision of an effective public <br /> transportation system for the residents of the County of Hawai`i will produce <br /> economic, social and lifestyle benefits for the residents of Hawai`i County. The <br /> be alleviated by providing public transportation at no cost to the user. <br /> (2) The County of Hawai`i shall be designated a transportation kokua zone.
