N .. <br /> COUNTY OF HAWAII •:� " ; '� % • STATE OF HAWAII <br /> ,••••, T� cr M L's <br /> RESOLUTION NO. 80 u1 <br /> RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL <br /> YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI -YEAR <br /> CONTRACT FOR SERVICES OF COLLECTION AND HAULING OF <br /> RECYCLABLES AT ISLAND -WIDE SOLID WASTE RECYCLE AND TRANSFER <br /> STATIONS <br /> WHEREAS, Section 10 -11 of the County Charter requires that any contract, lease or <br /> other obligation requiring payment of funds from the appropriations of a later fiscal year or more <br /> than one fiscal year be approved by resolution; and <br /> WHEREAS, in order to conserve our resources, the recycling of glass, cardboard, <br /> newspaper, mixed papers, plastics, scrap metals, and organic waste is preferable to land - filling; <br /> and <br /> WHEREAS, in order to divert recyclable materials from the landfill, a convenient 2 -Bin <br /> Recycling Program was implemented in 2007 providing recycling bins for residents at county <br /> transfer stations; and <br /> WHEREAS, the 2008 Integrated Resources and Solid Waste Management Plan <br /> (IRSWMP) identified recycling and waste diversion as major activities to help the County reach <br /> its recycling goals, and <br /> WHEREAS, Resolution 356 -07, A Resolution to Embrace and Adopt the Principles of <br /> Zero Waste as a Long -Term Goal for Hawaii County was approved by Council on December 19, <br /> 2007; and <br /> WHEREAS, landfill waste disposal capacity (air space) is finite. The South Hilo <br /> Sanitary Landfill projected to reach maximum capacity at current activity levels within six (6) to <br /> eight (8) years. The West Hawai`i Sanitary Landfill has more available air space at this time, but <br /> it will also reach capacity at some point in the future; and <br /> WHEREAS, landfills are expensive to operate, maintain and close. Landfills must <br /> comply with strict Department of Health (DOH) requirements while in operation and must be <br /> monitored for at least 30 years after they are closed. The establishment of a new landfill is <br /> controversial and takes many years to develop; and <br /> WHEREAS, efficient, safe, and lawful collection and hauling services requires capital <br /> investment; and <br />
