b. Roy will not be an author of the CDP. Roy's role with the CDP is limited to doing objective <br />data /information gathering and mapping for the community profile. He is not doing any <br />analysis, and he won't be involved in the planning, other than to help with some economic <br />mappings. (Please clarify Roy Takemoto' greatly expanding role with the our Ka'u CDP, <br />after he has worked so hard on the new proposed town Kahuku Village) <br />2. On November 18, 2009 Ka'u CDP Steering Committee adopted a list of objectives for the <br />community and CDP. On page 14 (See Attachment B pg 2) is a request to "Clarify PBR's role <br />with Hawaii County and proposed new town Kahuku Villages Resort"? (We are still waiting <br />clarification) <br />3. On Tuesday, February 9, 2010, at the Ka'u CDP Steering Committee meeting, this conflict of <br />interest, (see attachment C pg 2) was raised by Charles Flaherty regarding the potential conflict <br />of interest for PBR Hawai'i, since they are developing the new town Kahuku Villages EIS and <br />serving as a consultant to the CDP. Ron Whitmore explained "that, from the get -go, the County <br />has been transparent about PBR Hawaii's potential conflict of interest and the County's efforts <br />to avoid conflicts of interest by limiting PBR Hawaii's role with the CDP to gathering objective <br />data for the Community Profile. " (Now they are lead consultants and coauthors) <br />4. Fast forward to Councilwoman Brittany Smart's district 6 Matter Meeting June 9, 2011, I <br />attended and asked is this not a grave conflict of interest between PBR Hawaii working on both <br />projects, our Ka'u CDP and Nani Kahuku Aina, LLC's proposed new town Kahuku Villages, Ron <br />Whitmore response was "not at all, we're utilizing Roy Takemoto out of the Hilo office, and he's <br />a great guy and will do great work. Nani Kahuku Aina, LLC is utilizing PBR's Honolulu office, <br />hence no relationship, separate offices, separate islands." <br />5. The question do we want a new town in Ka'u has not been answered. <br />How is PBR Hawaii not going to try to influence the outcome of the Ka'u CDP's question "do we <br />need a new town in Ka'u ?" They (PBR) only benefit with a yes answer. If this question was <br />answered with "No, Ka'u does not need a new town," then PBR Hawaii's work with Nani Kahuku <br />Aina, LLC's proposed new town Kahuku Village is out. They would be ending their own job. <br />Hahahaha! I find that hard to swallow! I find they are in a supreme position, a stronger position <br />then me to influence the outcome of that question. <br />I address you today, Hawaii County Council Planning Committee; we are way behind schedule with <br />avoidable delays. Had we stayed the course of the development of our Ka'u CDP, we would not be <br />extending a two year project to four plus years. <br />Ron has seemed to over step his role in drafting both the outline and now is now author of the Ka'u <br />CDP, not reviewer, not stakeholder. <br />3 <br />
