We have the obvious conflict of interest with PBR Hawaii's role in projects, Nani Kahuku Aina, LLC's <br />proposed new town, Kahuku Village; and as the county's lead consultants and coauthor for our Ka'u <br />CDP. <br />You now have evidence; Roy Takemoto of PBR Hawaii is /has been very much involved in both projects. <br />Although Ron assures us there is no conflict of interest, the same PBR Hawaii boss oversees both offices <br />and gets reports from both projects and Roy has worked and reported on both projects. Is this not a <br />grave conflict of interest. <br />PlaceMakers' director Howard Blackson would love to share his draft Ka'u CDP with all of Ka'u. He <br />states, "There is good stuff in there." No, Howard does not want to resume work with the county. <br />Howard loves Hawaii, he has worked here in the past: He worked at Punaluu years ago in the '80's hence <br />ideal candidate to help get Punaluu back to its glory, after college he worked with, did intern work with, <br />PRB Hawaii and recently as director of PlaceMakers, he and his team worked on Kona's new Civic <br />Center, Kona CDP as well as our Ka'u CDP. Howard loves Ka'u, he calls it "the last great wonder in the <br />state Hawaii." He states, "Ka'u has great potential," and hopes "Ka'u keeps its character for the next <br />generation." Howard loves Ka'u's majestic natural beauty, wonders, breathtaking scenery, historical <br />and cultural significance and its rich endless shoreline. With good planning, all these features can be <br />enjoyed now and for future generations. <br />Hence for the people of Ka'u, after Great Delays and Great Conflict of Interest, I beg, I implore the <br />council to: <br />1. Adopt Councilwoman Brittany Smart's Resolution 60 -11, guarantee us, the residence, the <br />community of Ka'u, the ability to complete the Ka'u CDP, without large developers i.e., Nani <br />Kahuku Aina, LLC, to utilize this delay in our Ka'u CDP development and adoption as a means to <br />squeeze in ahead of the Ka'u CDP. <br />2. I beg, plead, the Hawaii County Council to advise us in Ka'u how to correct this grave conflict of <br />interest: the use of PBR Hawaii as lead consultant and coauthor of our Ka'u CDP while they are <br />consultant for the proposed new town Kahuku Villages, especially changing consultants leads to <br />new delays, eliminating them leads to to narrow of a perspective for the draft Ka'u CDP we <br />are really messed up. <br />3. I beg for us in Ka'u to be allowed to utilize Pacemaker's draft Ka'u CDP, Howard Blackson has <br />offered it freely. Let the Steering Committee review the document then bring this existing draft <br />Ka'u CDP before the community, let us the community of Ka'u work on it. It is our document, <br />not Ron's. <br />4 <br />
