August 25, 2011 <br />Page - 2 - <br />WHEREAS, testimony from the respective counties included recommendations to <br />impose additional requirements on manufacturers to be environmentally prudent and <br />responsible to their customers and the environment through the establishment of <br />permanent collection points around high density population areas, monthly e- recycle <br />collection events, and a requirement for minimum collection volume relative to their <br />market share in each county; and <br />WHEREAS, the purpose of establishing e- recycle legislation is to provide the <br />citizens of the State of Hawai`i with a viable e- recycle program for the lawful disposal of <br />electronic waste and to prevent illegal disposal into landfills and onto private property, <br />which contaminates and negatively impacts the environment; now, therefore, <br />BE IT RESOLVED by the HAWAII STATE ASSOCIATION OF COUNTIES <br />that it urges the passing of HB 1521 with provisions that more strictly require <br />manufacturer compliance with the intent of Act 13 as provided in written testimony from <br />the counties. <br />BE IT FINALLY RESOLVED that copies of this Resolution be transmitted to the <br />Governor of the State of Hawai`i, the President of the State Senate, the Speaker of the <br />House, the House Finance Committee Chair and the respective Mayors for the counties of <br />Kaua`i, Maui, Hawai`i and Honolulu City and County. <br />Mel Raposo, President Stanley Chang, Vice President <br />K.
