August 25, 2011
Page - 2 -
WHEREAS, testimony from the respective counties included recommendations to
impose additional requirements on manufacturers to be environmentally prudent and
responsible to their customers and the environment through the establishment of
permanent collection points around high density population areas, monthly e- recycle
collection events, and a requirement for minimum collection volume relative to their
market share in each county; and
WHEREAS, the purpose of establishing e- recycle legislation is to provide the
citizens of the State of Hawai`i with a viable e- recycle program for the lawful disposal of
electronic waste and to prevent illegal disposal into landfills and onto private property,
which contaminates and negatively impacts the environment; now, therefore,
BE IT RESOLVED by the HAWAII STATE ASSOCIATION OF COUNTIES
that it urges the passing of HB 1521 with provisions that more strictly require
manufacturer compliance with the intent of Act 13 as provided in written testimony from
the counties.
BE IT FINALLY RESOLVED that copies of this Resolution be transmitted to the
Governor of the State of Hawai`i, the President of the State Senate, the Speaker of the
House, the House Finance Committee Chair and the respective Mayors for the counties of
Kaua`i, Maui, Hawai`i and Honolulu City and County.
Mel Raposo, President Stanley Chang, Vice President
K.
