PROJECT JUSTIFICATION & OUTCOME(S) (List all that apply): The present condition of roads in Puna is deteriorating and roadway flooding needs to be mitigated. After improvements, <br />roads will be safer for pedestrians, the public and vehicles using these facilities. <br />12.
