I ask how this is not a grave conflict of interest utilizing same consulting firm for both projects. <br />Per Ron Whitmore, there is no conflict of interest. <br />Per Ron, Roy Takemoto of PBR Hawaii work on our Ka'u CDP is limited to the following area: <br />1. Creating village /town centers <br />2. Establishing community facilities districts <br />3. Development of a green infrastructure network in Ka'u <br />4. Creating strategies for "repairing" Ocean View and Discovery Harbor, by managing build out <br />5. With PlaceMakers, Roy worked on Community Profile <br />Ron insists there is no conflict of interest. <br />How can PBR Hawaii work simultaneously on our Ka'u CDP and the Peroffs newly proposed and petitioned <br />new town Kahuku Village without a grave conflict of interest. <br />How can they, PBR Hawaii, answer item 1? Creating village /town centers without wanting the outcome to <br />favor the Peroffs' petition? <br />For PBR Hawaii working on 2, establishing community facilities districts, is a major coup, for Nani Kahuku <br />Aina, LLC's petition for amendment to the general plans asks for community facilities including fire and <br />police station even if that means usurping Ocean View's request. Hence 2 is very pertinent to them. This is <br />very much a grave conflict of interest. <br />Val and Katherine Peroff have developed elsewhere in the state including on Maui. On Maui the Peroff's <br />developed residential lots on a golf course, the Maui Lani subdivisions. The developers developed coveted <br />ocean view lots in this area. In order to develop such coveted views, the developers had to raise the grade <br />30 + feet, blocking the beautiful ocean view of many already existing owners and violating Maui's 1991 <br />building codes limiting buildings to 30 feet above natural grade. <br />The Peroffs got past this 1991 height limitation in Maui by having the mayor of Maui sign off on their <br />permits. You can read full history in the attachment. <br />I fear for such disrespectful development occurring in Ka'u and hence, beg and plead, you Hawaii County <br />Council, please pass Councilwoman Brittany Smart's resolution 60 -11 so we can freeze large scale <br />development requiring general plan amendment changes and rezoning until the Ka'u CDP is completed. <br />Thank you....Mahalo for your time. <br />Respgctfully yours, <br />Karen Guerreiro <br />
