No. 127-11 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i ti's <br /> �. cn <br /> r-n <br /> TIME: 2:34 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 127-11, reportc'as folfbivs: <br /> Resolution No. 127-11, transmitted by Finance Director Nancy Crawford via Communication <br /> No. 324, dated August 24, 2011, authorizes the Mayor to enter into an agreement with the U.S. <br /> Department of Justice pursuant to HRS 46-7, for a joint Hawaii Airport Taskforce between the <br /> Drug enforcement administration and the Hawaii Police Department <br /> The U.S. Department of Justice Drug Enforcement Administration (DEA) is providing federally <br /> derived funds to disrupt illicit drug traffic in Hawaii, gather and report intelligence data relating <br /> to trafficking in narcotics, and conduct covert operations. The Hawaii Police Department will <br /> detail up to three (3) experienced officers to the Hawai`i Airport Task Force (HATF), a joint <br /> venture between the Hawaii Police Department and the DEA to accomplish this task. <br /> Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent <br /> of the Council to enter into agreements with the federal or state governments respecting action to <br /> be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds <br /> or other assistance in connection with projects being or to be undertaken pursuant to those <br /> powers. <br /> Criminal Investigation Division Captain Randall Medeiros, Field/Investigative Area 1 <br /> Operations Assistant Chief Henry Tavares and Area 2 Vice Section (Kona) Lieutenant Sherry <br /> Bird appeared before your Committee. The Hawai`i Airport Task Force (HATF) is part of a <br /> larger task force, which extends throughout the State of Hawai`i. This task force will follow up <br /> on shipment of parcels through commercial passenger and private airlines including the shipping <br /> industry. Some of the committee members addressed concerns such as: 1) Kona receiving a <br /> designation of being a High Intensity Drug Trafficking Area(HIDTA) by the US Government; <br /> 2) possible target of legal medical marijuana card holders. <br /> Council Member Smart suggested it would be helpful on future transmittals and requests to add <br /> the contact person in charge of the project. <br /> FC-100 <br />
