COUNTY OF HAWAII <br />STATE OF HAWAI `I <br />RESOLUTION NO. 172 11 <br />A RESOLUTION SUPPORTING THE USE OF TRANSPORTATION INVESTMENT <br />GENERATING ECONOMIC RECOVERY FUNDS TO ENSURE THE SADDLE ROAD <br />PROJECT IS COMPLETED. <br />WHEREAS, according to the United States Department of Transportation, "[t]he <br />Transportation Investment Generating Economic Recovery, or TIGER Discretionary Grant <br />program, provides a unique opportunity for the U.S. Department of Transportation to invest in <br />road, rail, transit and port projects that promise to achieve critical national objectives;" and <br />WHEREAS, the United States Department of Transportation (USDOT) is authorized to <br />award $526.944 million in TIGER Discretionary Grants pursuant to the USDOT's National <br />Infrastructure Investments under the Full -Year Continuing Resolution (2011); and <br />WHEREAS, the TIGER Discretionary Grants program is an excellent opportunity to <br />help fund the Saddle Road project; and <br />WHEREAS, the State of Hawai`i Department of Transportation intends to apply for <br />TIGER funding for the Saddle Road project; and <br />WHEREAS, the Saddle Road project is presently not fully funded, future funding from <br />the United States Army's Defense Access Road Program (DARP) is not guaranteed, and any <br />funding is dependent upon future appropriations; and <br />WHEREAS, the remaining Saddle Road design work is complete and could proceed to <br />construction immediately if funds were available; and <br />WHEREAS, Saddle Road, also known as Route 200, is used daily by hundreds of <br />commuters, tourists, military personnel, and observatory employees; and <br />WHEREAS, it is in the best interest of public health, safety, and welfare to finish the <br />Saddle Road project as quickly as possible without further delays; and <br />WHEREAS, the Saddle Road project has a history of broad public support that will have <br />long term benefits to the economy, environment, security, and safety of the traveling public; and <br />WHEREAS, the deadline to request Transportation Investment Generating Economic <br />Recovery grant program funding is October 31, 2011; now, therefore, <br />
