Akolea Plantation and other adjoining subdivisions to provide for a future roadway that will <br />be functionally replaced by the extension of Haleloke Street. <br />6. Until such time the City of Hilo Zone Map is amended, the Planning Department must <br />continue to apply minimum yard setbacks along the future width lines of the 60 -foot wide <br />collector roadway. Since this future roadway straddles lots within several adjoining <br />subdivisions, each affected parcels must accommodate a 30 -foot wide share of the future <br />roadway, plus the application of the standard 20 or 30 -foot wide minimum rear yard setback <br />when planning a home or other structure upon these properties. Most other homes within <br />these subdivisions unaffected by this future roadway typically accommodate a 20 or 30 -foot <br />wide rear yard setback. If the County has no intention of pursuing the construction of this <br />future 60 -foot wide collector roadway, it would be unfair to all of these affected landowners <br />to continue to accommodate future road width lines and setbacks for a roadway that will <br />never get built. <br />RECOMMENDATION <br />For the reasons cited above, the Planning Director recommends that the Planning Commission <br />send a favorable recommendation to the Hawaii County Council for an amendment to <br />Section 25 -8 -33 (City of Hilo Zone Map), Article 8, Chapter 25 (Zoning Code) of the <br />Hawaii County Code 1983 (2005 Edition) by relocating the proposed 60 -foot wide right -of- <br />way connecting ` Akolea Road and `I`iwipolena Road to the north to align with Haleloke <br />Street, accompanied by the adjustment of adjoining roadways.
