The alignment of Haleloke Street <br />parallels the alignment of the proposed 60 -foot wide future road right -of -way. <br />JUSTIFICATION FOR REQUEST <br />3. If both collector roadways were to be built, they will be separated by only 330 feet, or roughly <br />the length of one lot within Hilo Heights Subdivision. The Planning Director does not <br />believe that having two collector roadways in such close proximity to one another will <br />promote a functional roadway network within this part of the City of Hilo. <br />4. Access to the existing 37 -lot Hilo Heights Subdivision -Unit I is provided by Haleloke Street, <br />a 60 -foot wide roadway that has sufficient width to serve as a collector roadway. The <br />original master plan for the proposed 180 -lot Hilo Heights Subdivision project, that was <br />never fully implemented beyond the existing 37 lots in Unit I, clearly showed the extension <br />of Haleloke Street to the extension of `I`iwipolena Road. The 38 -lot Punahoa Mauka <br />Subdivision located immediately makai of Hilo Heights Subdivision was approved in August <br />2010 and further extended Haleloke Street to a point just shy of `I`iwipolena Road. This <br />subdivision and the extension of Haleloke Street has not yet been completed. <br />5. Looking at existing and future roadway circulation patterns as depicted on the City of Hilo <br />Zone Map, it would be the Planning Director's preference that the proposed 60 -foot wide <br />collector roadway shown on the City of Hilo Zone Map and located on the common <br />boundaries of Hilo Heights and `Akolea Plantation subdivisions be eliminated in favor of <br />designating the existing Haleloke Street and its future extension as the future connector <br />roadway between Ainako Road and `I`iwipolena Road. This would resolve the need for the <br />County to condemn the back yards of over 63 lots within the Hilo Heights, Punahoa Mauka, <br />-2- <br />
