COUNTY OF HAWAII <br />STATE OF HAWAII <br />BILL NO. 101 <br />ORDINANCE NO. <br />AN ORDINANCE AMENDING THE PUNA COMMUNITY DEVELOPMENT PLAN, AS <br />ADOPTED BY ORDINANCE NO. 08-116 AND AMENDED BY ORDINANCE NO. 10- <br />104, RELATING TO FORMATTING AND CLERICAL REVISIONS. <br />BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: <br />SECTION 1. Chapter 2, section 2.1 (Historical, Cultural, and Scenic Resources), <br />subsection 2.1.3 (Actions), of the Puna Community Development Plan (as amended), is amended <br />by amending paragraph (a) to read as follows: <br />"a. Propose Special Design Districts with detailed planning, design standards and review <br />procedures for the following areas: <br />[ -] 1) Volcano Village historic core and the separate Biosphere Reserve Buffer Zone (see <br />Section [tea] 2.2.3a); <br />[ -] ) Pahoa Town; <br />[ -] ) Kea` au Town; and <br />[ -] LI) Kurtistown -to- Mountain View corridor. <br />Refer to Chapter S for implementation guidelines related to this action." <br />SECTION 2. Chapter 2, section 2.2 (Native Forests and Geological Features), <br />subsection 2.2.3 (Actions), of the Puna Community Development Plan (as amended), is amended <br />by amending paragraph (a) to read as follows: <br />"a. Enact a BRBZ, either separately or as an overlay district for the Volcano area, to include <br />proposing the following provisions and other supporting measures: <br />[ -] 1) Standards for maximum land disturbance within the BRBZ; <br />[ -] Z) A system to monitor the `Ohi`a forest canopy [with] within the BRBZ; <br />[ -] ) A set of economic incentives designed to reduce forest clearance and the number of <br />developable lots within the BRBZ; <br />[ -] LI) Mitigation standards and procedures that provide guidelines for the restoration and <br />re- planting of disturbed areas; <br />[ -] 5) A study to mitigate localized flooding in ecologically friendly ways, such as using <br />vacant, forested lots to absorb floodwaters (see also Action c. in Section 2.3.3); <br />[ -] 6) Use of "small- footprint" septic tanks to reduce lot grading; <br />
