[ -] 2) Providing loan guarantees or making grants to community associations or <br />partnerships for the development of necessary infrastructure for the village /town <br />center. <br />Refer to Chapter 5 for more detailed implementation guidelines on this proposed action." <br />SECTION 6. Chapter 3, section 3.3 (Social Services and Housing), subsection 3.3.3 <br />(Actions), of the Puna Community Development Plan (as amended), is amended by amending <br />paragraph (i) to read as follows: <br />"i. Urge the State to increase local control over public schools in Puna by measures such as: <br />[-] <br />[-] <br />[-L I) <br />Changing the structure of school boards to provide greater local representation <br />and decision - making; <br />Changing Department of Education (DOE) policy to allow smaller schools at <br />more dispersed locations; and /or <br />Removing the cap on the formation of new charter schools. <br />See, also, Section 3.5, Action c, calling for community access to school facilities." <br />SECTION 7. Chapter 3, section 3.5 (Parks and Recreation), subsection 3.5.3 (Actions), <br />of the Puna Community Development Plan (as amended), is amended by amending paragraphs <br />(b) through (e) to read as follows: <br />"b. Improve and expand Coastal Activity Areas as follows: <br />[-11) <br />[-] <br />At Ahalanui Beach Park: (1) accessibility improvements; (2) screened changing <br />area next to showers designed to blend with natural surroundings; (3) repairs to <br />parking lot surface; and (4) added picnic tables. <br />Consider hand - developed modifications to the tidepools east of Pohoiki Bay <br />beyond the area known as "Shacks" for use as "keiki pools ", but retain traditional <br />fish- netting use. <br />[ -] 3) Pursue development of a camp ground and /or ocean recreation park with potential <br />boat launch ramp and marina facilities on State —owned accreted land at Cape <br />Kumukahi, provided that Hawaiian burial sites are adequately protected and <br />respected. <br />[ -] 4) Consider acquisition and development of Honolulu Landing, Kapoho Crater <br />(Green Lake) and Sand Hill. <br />[ -] 5) Develop support facilities for the use of the State -owned park at Kehena Beach. <br />[ -] ) Encourage the development of a hiking and coastal trail and camp system to <br />provide for pedestrian recreational opportunities. <br />c. Improve and expand Community Parks as follows: <br />[ -] jj Develop new Community Parks in: <br />[_] ) Hawaiian Acres subdivision at three sites to be determined later through a <br />community involvement process; <br />4 <br />
