No. 374/Res. No. 161 -11 <br />Your Committee on Finance, to which was referred Resolution No. 161 -11, reports as follows: <br />Resolution No. 161 -11, transmitted jointly with Bill No. 104 by Finance Director Nancy <br />Crawford via Communication No. 374, dated September 22, 2011, authorizes the Mayor to enter <br />into an agreement with the State of Hawaii Department of Transportation Public Affairs — Safe <br />Community Program. <br />The State of Hawaii Department of Transportation Public Affairs — Safe Community Program is <br />providing Federally derived funds of $25,278.40 for the purpose of supporting the Hawaii <br />County Police Department's Distracted Driving Project. Distracted driving, defined by the <br />National Highway Traffic Safety Administration as "any non - driving activity a person engages <br />in that has the potential to distract him or her. <br />Pursuant to Section 46 -7, Hawaii Revised Statutes, County Departments must obtain the consent <br />of the Council to enter into agreements with the federal or state governments respecting action to <br />be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds <br />or other assistance in connection with projects being or to be undertaken pursuant to those <br />powers. <br />Sergeant Robert Pauole, Traffic Services section in Hilo appeared before Your Committee. <br />Sergeant Pauole commented the success of a previous distracted driver's grant, which resulted in <br />numerous citations issued for cell phone, seat belt and child restraint violations, and also resulted <br />in drug and D.W.I. arrests.
