REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: October 18, 2011 <br />PLACE: Council Chambers <br />Kona, Hawai`i <br />TIME: 1:34 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawai`i 96720 <br />Re: Comm. No. 406 <br />Your Committee on Finance, to which was referred Communication 406, reports as follows: <br />Communication 406, transmitted by Mayor William P. Kenoi, dated October 5, 2011, nominates <br />Enoch Freire to the County of Hawaii Public Access, Open Space, and Natural Resources <br />Preservation Commission. <br />A 31 -year resident of Hawai`i, Mr. Freire is a registered financial advisor, currently employed by <br />Anderson Wealth Planning, Inc. Mr. Freire is the International Service Chair of Rotary Kona <br />Sunshine and a member of the Kona Kohala Chamber of Commerce. He is also an advisory <br />board member of Disabled Adventures Hawaii and Atini International (an international <br />community development organization). He states that he is not affiliated with any political party. <br />If confirmed, Mr. Freire will serve a term to expire on December 31, 2015. <br />Pursuant to Section 14 -5, Hawai`i County Code, there shall be a Board of Ethics, consisting of <br />five members who shall be residents of the county, appointed by the Mayor and confirmed by the <br />County Council. <br />Pursuant to Communication 406.1 dated October 11, 2011, Chair Ford recuses herself from <br />participating in this matter. Vice Chair Yagong resumes Chair. <br />Executive Assistant Charmaine Shigemura appeared before Your Committee introducing Mr. <br />Enoch Friere. <br />Some members raised their concern on Mr. Friere's limited experience in the area of <br />conservation, and testimonies from public concerned with his nomination. Mr. Friere responded <br />to several questions by Your Committee. He chose the Open Space Commission due to his <br />business experiences, personal interest in sports and especially his love for Kona. Mr. Friere <br />stated his time, seeking best solutions through a fair and open discussion of the issues is his <br />contribution to the commission. <br />For informational purposes, Council Member Blas voted "kanalua" twice. <br />The Committee specified that Mr. Friere must appear before the full Council for confirmation. <br />FC Report No. 135 <br />
