2. Supportive Information: The applicants, who are the landowners, have submitted the <br />attached in support of the request. (Planning Department Exhibit 1 - Change of Zone <br />Application) <br />STATE AND COUNTY PLANS <br />3. State Land Use Designation: Agricultural. <br />4. General Plan LUPAG Map: Important Agricultural Land. <br />5. County Zoning: Agricultural — 3 acres (A -3a). <br />6. Hilo Community Development Plan: The Hilo CDP, adopted as Planning <br />Commission Resolution No. 1 on May 21, 1975, identifies the area as A -3a. <br />DESCRIPTION OF PROPERTY AND SURROUNDING AREA <br />7. Subject Property: The property is roughly triangular in shape and slopes downward <br />from west to east. The eastern boundary of the property borders Akala Road and the <br />southern boundary borders Kaiimana Cave County Park. There is an existing 2- bedroom <br />dwelling constructed in 1923 located in the north comer of the property. The remainder <br />of the property is covered by the 1881 lava flow or is overgrown with common grasses. <br />8. Surrounding Zoning/Land Uses: Surrounding properties are zoned Agricultural — 3 <br />acres (A -3a) to the north and west and Open to the south. The property across Akala <br />Road to the east was rezoned in 2007 from A -3a to FA -2a. To the southeast are <br />properties zoned Single - Family Residential — 15,000 square feet (RS -15) along Kaumana <br />Drive. Land uses in the immediate area include residential and agricultural activities. <br />The Kaumana Cave is located just south of the subject property as shown in P.D. Exhibit <br />2 (Map of Kaumana Cave). <br />9. Agricultural Lands of Importance to the State of Hawaii (ALISH): The middle <br />portion of the property is classified as Prime Agricultural Land and the remainder is <br />Unclassified. <br />10. Land Study Bureau's Detailed Land Classification System: The northern portion of <br />the property is classified as "C" or "Fair", the southern portion of the property is <br />classified as "D" or "Poor ", and the eastern portion next to Akala Road is not classified. <br />-2- <br />
