11. U.S.D.A. Soil Survey: Soils in the middle portion of the property are Kaiwiki silty clay <br />loam, 10 to 20 percent slopes (KaD). Soils in the Kaiwiki series are primarily used for <br />sugarcane, truck crops and pasture. Permeability is rapid, runoff is slow, and the erosion <br />hazard is slight. The northern and southern portions of the property consist of pahoehoe <br />lava (rLW) from the 1881 flow. In areas of higher rainfall this lava contributes to the <br />groundwater supply. <br />12. Flood Zone: The majority of the property is located in Zone "X ", an area determined by <br />FEMA to be located outside of the 500 -year floodplain. However, an unnamed tributary <br />of the Alenaio Stream runs through the middle of the property from west to east. This <br />tributary is designated as Zone "AE" by FEMA, which is a Special Flood Hazard Area <br />subject to inundation by the 100 -year flood with base flood elevations ranging between <br />890 feet to 930 feet. See attachment "E" map in the application. <br />13. Flora /Fauna Resources: There were no professional flora/fauna surveys conducted of <br />the site. The applicants do not believe that rare or endangered floral or faunal resources <br />are likely on the site, as the property has been previously used for sugar cane cultivation. <br />The property is not known to be a habitat for any rare or endangered species. <br />14. Cultura l/Historic/Archaeological Resources: Since the property was formerly used <br />for sugar cane cultivation, no commissioned archaeological survey was conducted. <br />Similarly, no valued cultural or historical resources exist and no traditional and <br />customary native Hawaiian rights are exercised on the property. <br />15. Public Access: There is no record of a designated public access to the shoreline or <br />mountain areas that traverses the property. <br />PUBLIC UTILITIES AND SERVICES <br />16. Access: Access to the property is from Akala Road, which is a County roadway that has <br />approximately 18 feet of pavement within a 30 -foot right -of -way. The City of Hilo Zone <br />Map identifies Akala Road as a proposed 60 -foot right -of -way, with a future 15 -foot road <br />widening setback on both sides of Akala Road. As the property is located along Akala <br />Road, the applicants will be required to set aside a 15 -foot future road widening setback <br />-3- <br />
