Lyman <br />Building Plans Examiner <br />County of Hawai'I - West Hawai'i Civic Center <br />Department of Public Works - Building Division <br />75 -5044 Ane Keohokalole Highway, Building E <br />Kailua Kona, HI 96740 <br />Re: Walmart Sign Code Variance Application <br />Dear David, <br />The below are written explanations of the need for variance from the County Code as it <br />pertains to signage and as required as part of the variance application process. <br />(a) Granting the variance is necessitated by the peculiar physical conditions not <br />ordinarily found in most districts, because of the peculiarity of a business, or <br />as a result of a special event or circumstance; <br />Variance from the strict application of Article 2 Kailua Village Sign <br />Provisions as they pertain to sign area (22 sq. ft.), mounting height <br />(9 feet) and letter height (9 inches) is necessitated by the vertical <br />relief of the site and the setback from the roadways. The visibility <br />of the Walmart store and thus signing area is greatly reduced due <br />to the difference in grade from the adjacent roadways. Only <br />selective and limited vantage points offer visibility of the two (2) <br />I.D. signs and from no one (1) point can you view both signs. Along <br />the west facade, adjacent to Queen Kaahumanu Highway, the top <br />of the building wall is approximately 65 feet above the roadway <br />with much of the wall obscured by the tiered retaining wall and <br />mature vegetation. From Henry Street, the I.D. sign above the <br />store entry is visible only from the intersection serving the store. <br />The distance from the intersection to the south facing facade is <br />approximately 600 linear feet. To adequately sign the store to <br />passing motorists, and as a matter of public convenience, these <br />signs need to be of an area, letter height and mounting height to <br />be visible from the public ways.
