Including insurance deductibles and matching funds for federal grants, including FEMA and FHWA, non - qualifying FEMA project work to repair tsunami damage. Matching amounts for qualifying work include 25% for FEMA projects and 20% for FHWA projects. 11. PROJECT JUSTIFICATION & OUTCOME(S) (List all that apply): March 11, 2011 earthquake off the Pacific coast of Tohoku, Japan, generated tsunami waves that damaged Ali'I Drive and other facilities. 12.
