BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> This appropriation is needed to address parking problems at various locations on the island, including <br /> schools, parks and beach access points and conducting studies for solutions. Traffic congestion and <br /> accidents are expected to be reduced with the improvement of parking.
