The Honorable Dominic Yagong, Chairman <br />and Members of the County Council <br />Page 4 <br />and sidewalks were installed on the western frontage of lots fronting Kanoelehua Avenue <br />opposite the project site, there are no sidewalks along the eastern section of Kanoelehua <br />Avenue. While curbs, gutters and sidewalks are typical of MCX zoned districts, in this <br />particular instance, all lands to the north and south are under control of the airport, and <br />there are no sidewalks proximate to the site. While this area is transitioning to a mix of <br />industrial and commercial uses, it is basically isolated and not conducive to pedestrian <br />movements. Therefore, it is not recommended that the curb, gutter and sidewalk <br />improvements be required as a condition of approval for this particular rezoning request. <br />County water is available to the site. The applicants propose to use an individual <br />wastewater treatment system meeting the requirements of the Department of Health. <br />However, a sewer system is planned for this area, and the landowner will be required to <br />connect to this system upon its completion. Solid waste will be handled by commercial <br />haulers. If required, a Solid Waste Management Plan will be prepared. Electricity and <br />telephone services are available to the site. <br />The property has no severe geological or topographical problems which cannot be <br />rectified or which would render the land unusable. The project site is located within Zone <br />"X", area determined to be outside the 500 -year floodplain. All development generated <br />storm run-off shall be disposed of on-site and not allowed onto adjacent properties or <br />roadways. By letter dated June 30, 2011, the applicants have requested a "no effect" letter <br />from the DLNR-HPD. The DLNR-HPD has not responded as of this writing. No <br />professional flora or fauna surveys were conducted, as the property has been improved <br />with three single-family dwellings. The applicants do not believe that rare or endangered <br />floral or faunal resources are on the site. The property is located in an urban setting <br />adjacent to the airport and aviation related uses. Plants on the property and vicinity are <br />introduced landscaping. <br />The subject request is not contrary to Chapter 205A, Hawaii Revised <br />Statues, relating to Coastal Zone Management. The property is not located in the <br />Special Management Area. The project site is located less than one mile from the <br />shoreline but will not be impacted by coastal hazard and beach erosion. There is no <br />record of a designated public access to the shoreline or mountain areas that traverses the <br />property. According to the applicants, no valued cultural, historical or natural resources <br />exist on the properties and there is no evidence of any traditional and customary Native <br />Hawaiian rights being practiced on the site. Thus, it is not anticipated that the proposed <br />request will have any adverse impact on cultural or historical resources in the area. <br />
