REQUEST: <br />Resolution amending Resolution No. 34 -11 (Draft 2), which authorizes the payment of funds of a later fiscal <br />year and of a multi - fiscal year contract for organic waste diversion and compost operations in West Hawai'i <br />and East Hawai'i, to delete the estimates of "high equipment and operations and start up costs, estimated at <br />between $1,500,000 and $2,000,000" and the contract limitation "at an estimated price per ton not to exceed <br />an annual average of $70 ". <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />The current contract extension for greenwaste operations expires on 12/31/11 and is planned to be extended <br />until 6/30/12 to allow time to award a new contract and allow for start-up time. The Department of <br />Environmental Management (DEM), through the Finance Department, has issued a Request for Proposals to <br />expand organic waste diversion and establish compost operations at the South Hilo Sanitary Landfill and the <br />West Hawaii Sanitary Landfill. Resolution No. 34 -11 (Draft 2) authorizes the Mayor to enter in to a multi- <br />year contract for this purpose, however, the resolution contains language that impedes the full evaluation of <br />proposals considering all criteria as required under HRS § 103D -303. DEM respectfully requests that the <br />estimates of "high equipment and operations and start up costs, estimated at between $1,500,000 and <br />$2,000,000" and the contract limitation "at an estimated price per ton not to exceed an annual average of <br />$70" be deleted. <br />Due to the pending evaluation of proposals, we ask that this resolution be waived from the Council Finance <br />Committee and placed on the next Council agenda.
