STATE OF HAWAII 202 11 RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR CONTRACT FOR SERVICES OF HAULING OF RECYCLABLE MATERIALS AT ISLAND -WIDE SOLID WASTE RECYCLE AND TRANSFER STATIONS. WHEREAS, Section 10-11 of the County Charter requires that any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year or more than one fiscal year be approved by resolution; and WHEREAS, in order to conserve our resources, the recycling of materials including glass, cardboard, newspaper, mixed papers, plastics, and scrap metals is preferable to landfilling; and WHEREAS, in order to divert recyclable materials from the landfill, a convenient 2-13in Recycling Program was implemented in 2007 providing recycling bins for residents at county recycling and transfer stations; and WHEREAS, the 2008 Integrated Resources and Solid Waste Management Plan (IRSWMP) identified recycling and waste diversion as major activities to help the County reach its recycling goals, and WHEREAS, Resolution 356-07, A Resolution to Embrace and Adopt the Principles of Zero Waste as a Long -Term Goal for Hawai `i County was approved by Council on December 19, 2007; and WHEREAS, the hauler will incur capital investment for collection bins (to be placed at recycling and transfer stations) and trucks to haul the collection bins; and WHEREAS, the hauler is expected to handle the recyclable materials responsibly and lawfully by delivering the recyclable materials to a "permitted facility" (owned or other) confirmed by the State Department of Health; and WHEREAS, the "permitted facility" will assume the responsibility of sorting, baling, marketing and shipping the recyclable materials to an accepting facility that will recycle the materials into same or different products; and
