COUNTY OF HAWAII <br />Y OF <br />,t1 O;•NF's <br />RESOLUTION NO. <br />STATE OF HAWAII <br />202 11 <br />RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL <br />YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR CONTRACT <br />FOR SERVICES OF HAULING OF RECYCLABLE MATERIALS AT ISLAND -WIDE <br />SOLID WASTE RECYCLE AND TRANSFER STATIONS. <br />WHEREAS, Section 10-11 of the County Charter requires that any contract, lease or <br />other obligation requiring payment of funds from the appropriations of a later fiscal year or more <br />than one fiscal year be approved by resolution; and <br />WHEREAS, in order to conserve our resources, the recycling of materials including <br />glass, cardboard, newspaper, mixed papers, plastics, and scrap metals is preferable to landfilling; <br />and <br />WHEREAS, in order to divert recyclable materials from the landfill, a convenient 2-13in <br />Recycling Program was implemented in 2007 providing recycling bins for residents at county <br />recycling and transfer stations; and <br />WHEREAS, the 2008 Integrated Resources and Solid Waste Management Plan <br />(IRSWMP) identified recycling and waste diversion as major activities to help the County reach <br />its recycling goals, and <br />WHEREAS, Resolution 356-07, A Resolution to Embrace and Adopt the Principles of <br />Zero Waste as a Long -Term Goal for Hawai `i County was approved by Council on December <br />19, 2007; and <br />WHEREAS, the hauler will incur capital investment for collection bins (to be placed at <br />recycling and transfer stations) and trucks to haul the collection bins; and <br />WHEREAS, the hauler is expected to handle the recyclable materials responsibly and <br />lawfully by delivering the recyclable materials to a "permitted facility" (owned or other) <br />confirmed by the State Department of Health; and <br />WHEREAS, the "permitted facility" will assume the responsibility of sorting, baling, <br />marketing and shipping the recyclable materials to an accepting facility that will recycle the <br />materials into same or different products; and <br />
