WHEREAS, the "permitted facility" may be eligible for payment (excluding HI -5 glass <br />and plastic) from the County's Landfill Diversion Incentive Program and from the State Glass <br />Advance Disposal Fee (ADF) Grant; and <br />WHEREAS, the Landfill Diversion Incentive Program is designed to encourage <br />recycling and to supplement the "permitted facility's" cost during commodity value fluctuations; <br />and <br />WHEREAS, the Diversion Payment amount is based on the direction of the commodity <br />value fluctuations; and <br />WHEREAS, the capital investment for equipment and operational start-up costs <br />(estimated at $1,000,000) favor a multi-year commitment to recoup costs and secure reasonable <br />terms for equipment financing. From the County's standpoint, a multi-year commitment affords <br />the opportunity for cost competitive bids; and <br />WHEREAS, the County's current contract option years ended June 30, 2011; the 1" 180 - <br />day extension expires December 31, 2011; and a 2nd 180 -day extension to June 30, 2012 is in <br />progress to be effective until said time or until a new contract is awarded, whichever comes first; <br />and <br />WHEREAS, the County is finalizing an Invitation for Bid (IFB) "INVITATION FOR <br />BIDS AND SPECIFICATIONS FOR PRICE AGREEMENT FOR HAULING OF <br />RECYCLABLE MATERIALS FROM SOLID WASTE RECYCLE AND CONVENIENCE <br />CENTERS (TRANSFER STATIONS) FOR THE DEPARTMENT OF ENVIRONMENTAL <br />MANAGEMENT"; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that in <br />accordance with Article X, Section 10-11 of the Hawaii County Charter, the Mayor is hereby <br />authorized to enter into a three (3) year contract with two (2) twelve (12) month option periods to <br />extend services for hauling of recyclable materials from island -wide solid waste recycle and <br />transfer stations and that sufficient funds be budgeted in future fiscal years to cover the <br />anticipated obligation of the County under the terms of the contract. <br />BE IT FURTHER RESOLVED that the contract shall be bid with a minimum of two <br />(2) geographic zones for the twenty-one (21) transfer stations to maximize competition and <br />assure that all communities will be provided access to the 2 -Bin recycling services. <br />
