Create and improve Preserves as follows: <br />[-] 11 <br />[-] <br />PH) <br />[ -] <br />For designated preserves, assess the appropriate level of site visitor usage and <br />implement self - guided or steward -led interpretative tours through the site. <br />Improve conditions at Wai`opae Tidepools and the Marine Conservation District <br />by: (1) Offering tax credits to nearby private landowners as incentive to convert <br />existing cesspools, where they exist, to septic tanks with a pump -out system; (2) <br />Providing public sanitary facilities, including a toilet and trash receptacle; (3) <br />Providing off - street parking that does not encroach into private lands; and (4) <br />Providing permanent public access. <br />Consider acquiring Kapoho Crater (Green Lake) and adjacent land for native <br />plant/habitat restoration and a nature center with activities and interpretive <br />programs for school -aged students and the general public. <br />Consider hiking trails through Nanawale Forest Reserve, provided that areas with <br />intact native forest are adequately protected. <br />Pursue development of a passive cultural resources and ethno - botanical park in <br />Hawaiian Paradise Park, to include the rock wall, native and introduced plants and <br />exceptional trees." <br />SECTION 8. Chapter 3, section 3.6 (Energy Sustainability), subsection 3.6.3 (Actions), <br />of the Puna Community Development Plan (as amended), is amended by amending paragraph (f) <br />to read as follows: <br />"f. Apply the Public Utilities Commission Public Benefits Fund [te] as incentives to <br />homeowners and landlords to retrofit dwellings for alternative energy devices and <br />systems, using a sliding scale to provide greater subsidies to low- income households. <br />The County may augment this with matching grants and low- interest loans." <br />6 <br />
