No. 501/Bill 157 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:02 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill 157, reports as follows: <br /> Bill 157, transmitted by Director of Finance Nancy Crawford via Communication No. 501, dated <br /> December 7, 2011, amends Ordinance No. 11-60, as amended, relating to public improvements <br /> and financing thereof for the fiscal year July 1, 2011 to June 30, 2012, by adding the following <br /> projects: <br /> PUBLIC WORKS: <br /> Bridge Inspection & Appraisal - Federal <br /> (110.399.5399.79) $80,000 <br /> Bridge Inspection & Appraisal - County of Hawai`i <br /> (110.399.5399.80) $20,000 <br /> Funds for this appropriation increase shall be provided from: <br /> Federal Grants Receivable $80,000 <br /> General Obligation Bonds, Capital Projects Fund— <br /> Fund Balance and/or other Sources $20,000 <br /> This proposed bill adds the project titled "Bridge Inspection & Appraisal', and appropriates <br /> $100,000 to the Capital Budget, of which $80,000 is provided by Federal funding and $20,000 <br /> by the County. The Federal Highway Administration (FHWA) and State Department of <br /> Transportation (DOT) mandates that the County inspect and submit a written report for each <br /> bridge at least once every two years, highlighting the deficiencies and deterioration of bridge <br /> elements requiring repairs or replacement since the last report. <br /> Director Warren Lee, Deputy Director Brandon Gonsalves, and Civil Engineer Robert Yanabu, <br /> from the Department of Public Works, appeared before Your Committee. Mr. Lee provided a <br /> brief overview on mandate regarding the maintenance of the 128 bridges owned by the County <br /> of Hawai`i. Mr. Yanabu stated that 40 out of the 128 bridges around the Island of Hawaii are <br /> wooden bridges, and also said that most the wooden bridges are located on the Hamakua Coast. <br /> Mr. Yanabu mentioned that the life expectance of the wooden bridges last between 10 to 15 <br /> years due to volume usage and weather conditions. <br /> FC Report No. 173 <br />
