The property is located on the northeast corner of Highway 11 and Nichols Road, Ola`a, Puna, Hawai`i. The Commission concurs with the following Planning Director's reasons for recommending favorable consideration of the request: The applicants request a change of zone from RS -10 to CV -10 to establish an approximately 1,800- square foot automobile repair shop; parking to be provided on -site. In order to consider an area for any type of zoning designation, the applicable goals, policies and standards of the General Plan must be adequately addressed. It is only through such a comprehensive policy analysis approach that evaluations and decisions can be made to better time and stage developments to achieve growth determined by the General Plan and related planning documents.
