COUNTY OF HAWAII <br />STATE OF HAWAI `I <br />RESOLUTION NO. 210 12 <br />RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO A MEMORANDUM OF <br />UNDERSTANDING WITH THE RESEARCH CORPORATION OF THE UNIVERSITY OF <br />HAWAII WITH RESPECT TO AN EVALUATION OF THE DRUG, ALCOHOL AND <br />TOBACCO PREVENTION PROGRAM. <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII: <br />WHEREAS, the federal Substance Abuse and Mental Health Services Administration's <br />( "SAMHSA ") Strategic Prevention Framework ( "SPF ") is a program designed to promote youth <br />development, reduce risk - taking behaviors, build assets and resilience, and prevent problem <br />behaviors across the person's life span; and <br />WHEREAS, to accomplish its goals SPF has funded the State Incentive Grant program <br />which has been the funding source for the County of Hawai`i's Drug, Alcohol and Tobacco <br />prevention program ( "DAT ") administered through the County of Hawai`i Department of Liquor <br />Control; and <br />WHEREAS, part of the DAT program teaches student - athletes to be instructors, role models <br />and mentors to other students on not only the dangers of drugs, alcohol and tobacco but the positives <br />of living a drug, alcohol and tobacco free life; and <br />WHEREAS, this program has been in existence for several years and it is commonly felt that <br />this program is beneficial, but there has never been an empirical study of the effectiveness of this <br />program; and <br />WHEREAS, the grant requires that an evaluation of the program be conducted to validate the <br />program's effectiveness; and <br />WHEREAS, the Research Corporation of the University of Hawai`i (hereinafter referred to <br />as "RCUH "), through Dr. Alton M. Okinaka, PhD, Director of the Social Sciences Training and <br />Research Laboratory, will conduct a study of the DAT program to measure its effectiveness; and <br />WHEREAS, a Memorandum of Understanding is needed between RCUH and the County of <br />Hawai`i to accomplish and fund this study; and <br />
