COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 211 12 <br />RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL YEAR AND OF <br />MORE THAN ONE FISCAL YEAR FOR A MULTI -YEAR SUBSCRIPTION TO THE UNITED STATES <br />& CANADA I.D. CHECKING GUIDE FOR THE DEPARTMENT OF LIQUOR CONTROL. <br />WHEREAS, Section 10 -11 of the County Charter requires that any contract, lease or other <br />obligation requiring payment of funds from the appropriations of a later fiscal year or of more than one <br />fiscal year be approved by resolution; and <br />WHEREAS, the service of liquor to minors is an ongoing problem which is faced by most liquor <br />licensees within the County of Hawaii; and <br />WHEREAS, as a tourist destination our licensees are subject to many different types of <br />identification from many different states and countries; and <br />WHEREAS, in an effort to help our licensees identify false forms of identification, the Department <br />of Liquor Control would like to provide its liquor licensees with a copy of the annual publication of the <br />United States & Canada I.D. Checking Guide as a reference and training guide to help them in <br />verifying current valid forms of identification; and <br />WHEREAS, the Department of Liquor Control wishes to enter into a three -year subscription for <br />the United States & Canada I.D. Checking Guide to receive the benefit of substantial discounts for a <br />multi -year subscription and would like to make this an annual distribution to its licensees; and <br />WHEREAS, the Department of Liquor Control has sufficient funds from its fines and penalties <br />account which are supposed to be used for the education and training of the licensees and the use of <br />these identification guides will help accomplish that purpose. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII: <br />1. That the Department of Liquor Control is hereby authorized to enter into a three (3) <br />year subscription to the United States & Canada I.D. Checking Guide. <br />2. That sufficient funds be budgeted in future fiscal years to cover the anticipated <br />obligations under the terms of the subscription. <br />
